The French SESAM-Vitale program is an innovative project using new technologies to reduce paperwork and thereby simplify and accelerate exchanges of information. It was deployed in 1998 and it currently links over 210 000 healthcare professionals with the health insurance system for the benefit of millions of insured persons who have the Vitale Card.
By changing from paper-based to e-claims submission, the insured individuals no longer need to submit claims to their local health insurance center. Each claim is electronically submitted by the health professional. Every player finds a huge benefit in this process: insured individuals are reimbursed in less than 5 days when it took 3 – 5 weeks with the paper-based system and health professionals are provided with a simple tool to manage their administrative tedious workload.
In France, there are more than 100 000 XIRING readers for health professionals (almost 50% of market share in this segment) and 15 000 XIRING terminals for pharmacies (more than 50% of the market share)
In this sector, the future is the storage of the patients’ prescription, health profile in the card and sharing administrative information with complementary health insurance. Those changes call for some new development to meet the requirement of the new architecture, like providing larger displays, implementing GPRS connection to improve communication between the different organizations involved in the process of payment and control of a patient’s rights and the most important requirement is to protect the confidentiality of health data.
Because XIRING has created a unique product to make operations easier for health professionals, XIRING readers can store and read the data contained on the Vitale Card at the registration desk of a doctor’s office, hospital or ambulance. All the information is transferred to the management software, saving the tedious time-consuming data entry.
